To fix it go to General -> Mouse -> Enable " RawInputBuffer". The second there is input to your mouse, your FPS will fluxuate.
Assuming you are playing on 6.08, its going to become suddenly stable. Once you get a feeling for what your FPS chart looks like, let go of your mouse and watch your FPS chart. If you have them enabled, walk around a map of your choice for a bit. If you don't already use them, I recommend enabling at least the FPS chart, Shooting Error Chart, ping/packet loss as well if you have a history of connection issues in other games.
